accompanied minor on a plane?

my daughter is 13 and needs to fly from b.w.i airport into Charlotte NC all the airlines say that since she is not 15 i have to pay ANOTHER 100 dollars for her to go on a plane for 2 hours i am already paying 250$ with just airfare is there any way to get around this?
